Indonesia in Transition: Recent Developments and Implications for U.S. Policy

We are hopeful that the day will come when the U.S. and Indonesia will be able to enjoy fully restored relations between our respective militaries. Secretary Rice's recent decision to certify International Military Education and Training will, we believe, result in increased professionalism of Indonesian military officers with respect to transparency, human rights, and public accountability. We also think that, under the proper conditions, U.S. assistance in the form of Foreign Military Financing (FMF) would be in the interests of both countries. However, FMF cannot be considered until and unless the concerns of Congress as laid out in Section 572 of the Appropriations Act of 2005 are addressed. That law requires accountability for the events of 1999 in East Timor as well as progress on military reform issues. We look forward to consulting with interested members of the Congress on how we might help Indonesia reach these goals.

Let me conclude by emphasizing how much we all look forward to working with Indonesia as it faces this exciting, challenging new chapter in its history. Although many issues and problems will have to be resolved, we have a better opportunity now than at any time in the recent past to help strengthen democracy and respect for human rights, and contribute to the stability and prosperity of an important strategic partner. The United States considers Indonesia a valued friend, and we hope to make that friendship with this, the largest democracy in East Asia, even stronger in the years ahead.

Security Sector Governance

In Indonesia, the military’s dual function during the New Order government under Suharto enabled it to become a dominant political force. Ironically, although the military had reserved seats in parliament and in the cabinet, its members were not allowed to vote, a situation that remained true today. ABRI was reorganised to become the TNI where the police was separated from the military. While the military’s dual function remained under siege especially from civil society groups, the weakness of civilian political institutions and President Megawati Sukarnoputri’s own inability to govern is likely to install a retired general as the next President
of Indonesia in the run-off elections held on 20 September 2004. Inadequate training in police work among the Indonesian police has led to the continuing commission of human rights violation by its members in the course of the performance of their duties. Despite this handicap, however, it has racked up a decent record of investigating and arresting suspects in the terrorist bombings in Bali (2002), in Jakarta’s JW Marriott Hotel (2003), and the recent Australian Embassy (2004). Controlling Indonesia’s security sector could remain problematic so long as civilian oversight institutions remained relatively weak.

This is to encourage more employments for local people, and at the same time improving the understanding of local cultures for the security reasons. Security in Indonesia


The security industry in Indonesia has come to a new challenging period. The demand on the security services has shown a steady increase in the recent years.
In the past, the security Industry relied upon the armed and police force contributions to the society. It has now changed significantly. The involvement of such forces in the security industry for private sectors is gradually lessened. This is mainly because the hype of democracy and freedom of speech has overwhelmed the whole nation. It urges the security personnel to use new methods and approaches in communicating with the people.
Oppresive approaches which were the past strong security point are no longer applicable. Good communication through "soft power" approaches are more suitable for the new security era.
